The Protector of Citizens has identified a series of irregularities in the district prisons and penitentiary-correctional institutions related to living conditions of prisoners. The control conducted in the Penitentiary-Correctional Institute in Niš has shown that the bathrooms in the Pavilion "C" are ruined, humid, with inadequate sanitary installations and insufficient privacy. The toilets and bathrooms in the closed wards of the District Prison in Novi Sad and the District Prison in Leskovac are also ruined, humid and without sufficient privacy.

Based on the state established during the control, the Protector of Citizens referred the recommendations requiring from the district prison and penitentiary-correctional institutions to renovate toilets and bathrooms and provide clean and dry rooms with appropriate sanitation, in which privacy is ensured.

The control carried out by the Protector of Citizens in the Penitentiary-Correctional Institution Požarevac-Zabela showed the violation of detainees’ rights to health care in the Pavilion VII, because their contact with a physician is rendered difficult, which prevents them from accessing timely medical examination and getting adequate treatment.

The Recommendation given by the Protector of Citizens after completed control stated that a medical doctor should once a month visit all persons deprived of liberty accommodated in the Pavilion VII, enter each room and bedroom and in a conversation with detainees determine whether they need medical examination or not.

The Protector of Citizens Sаšа Јаnkоvić has received the meeting minutes and decisions of the Managing Board of the Clinical Centre in Niš by which they seek to rectify the irregularities in their work, established by the control of the Republic Protector of Citizens, but also to regulate other aspects of work of that important medical institution. In connection therewith, the Protector of Citizens would like to publicly express his satisfaction with the content of these decisions.

The Protector of Citizens Sаšа Јаnkоvić expresses his satisfaction with the adoption of amendments to the Law on Permanent and Temporary Residence, which were voted for in the National Assembly of the Republic of Serbia on 17 November, on the proposal of the Government of the Republic of Serbia, upon the initiative of the Protector of Citizens. Those amendments allow the citizens who do not fulfil the requirements for registering their permanent address to obtain personal documents and thus to be in the position to exercise a set of other rights and interests.

The Protector of Citizens most severely condemns the practice of organised referral of children to attend the events that are not suitable for their age, such as the recent events in Јаgоdina, which violates the rights of children and their parents.

The Protector of Citizens expresses his regret for the fact that Serbia is not the safe place for those who differ from majority for their sexual orientation. The National Security Council and the Ministry of Internal Affairs today have only been able to recognise and establish that fact.
