The Protector of Citizens controls MOI and Ministry of Family Welfare and Demography
Based on media reports that a woman, who was killed in Valjevo, repeatedly reported violence and stalking by her ex-partner, the Protector of Citizens instigated own-initiative investigation to control work regularity and legality of the Ministry of the Interior and the Ministry of Family Welfare and Demography.
The Protector of Citizens has requested the Ministry of the Interior to submit a detailed report and documentation on the police activities in this case within 15 days, and particularly on whether the murdered woman reported to Valjevo Police Department violence by a former partner who, according to media information, had previously been reported for intimate partner violence.
In the response to the Protector of Citizens, the MOI should state as well whether the police officers informed the competent Prosecutor on duty about its reports, and if so, what instructions and guidelines they obtained from the Prosecutor's office.
The Ministry of the Interior should state as well whether the police had data about the movement and life of the perpetrator after his release from prison, whether it analyzed all risks regarding recurrence of intimate partner violence and whether it acted in accordance with these assessments. In addition, the Ministry of the Interior should state whether the Valjevo Police Department had information that the ex- partner had a permit to carry weapons and use of firearms, as well as whether supervision measures were imposed on him.
The Protector of Citizens asks the Ministry of Family Welfare and Demography to supervise the professional work of the Social Welfare Center in Valjevo within 15 days, considering that there is no information in the media whether the SWC knew what forms of violence the murdered woman was exposed to.
